I think "A Christmas Story" was set in the late fifties, but maybe I'm wrong about that. Let's see... Nope, you're right... According to Wikipedia: Director Bob Clark stated in the film's commentary CD that he and author Shepherd wished for the movie to be seen as "amorphously late 30's, early 40's." The film is not specifically about a given year, it is about a particular time in American family life. You're right, bullies were everywhere in the 80's movies.
